As far as in my experience, i dont think India issue apostille at present. You have to get Ministry of Foreign Affairs in India. Their website is http://meaindia.nic.in.
But many countries does accept legalisation for documents originating from countries who cannot issue apostille. This could also your alternative. This procedure in India might take months i believe. In most cases, you have to get in touch with foreign affairs ministry

| Where and in which country is asking you these apostille/legalisation seals. Sometimes that country's embassy located at Chanakyapuri, New Delhi can also assist in authenticating your documents. Better check with them by phone or email. You can find list of foreign consulates in India here: http://www.udaipurplus.com/outandabout/embassy.htm |

Although India is a signatory to the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents, full implementation of the Convention is still pending. Under the Convention, a document is “legalized” by the issuance of an apostille. Until implementation of the Convention is finalized in India, please contact the following office if you wish to legalize/authenticate an Indian document:
Attestations Office
Ministry of External Affairs (CPV Division)
Patiala House
Tilak Marg (near India Gate)
